Plot Summary:  Court Commissioner Monica has been called in on her day off to hear some court cases that have arisen over the weekend.  That really pisses her off because these idiots have nothing better to do than break the law, claim that hey are innocent of course, and proceed to screw up her weekend when she should be at the beach!  Yep- first case.  Some jerk tourist "fisherman" caught speeding around the town and when they stopped him, he had a basket of freshly caught fish- way over the limit.  Just the kind of case to piss her off.  Well- she has a way of getting even with these bozos.  She has some special "administrative punishment" that she can pass out when the jail is too crowded!  But this is her own brand of punishment and is focused on the groin area.  When she finishes with this poor fisherman all his balls will be good for is fish bait!
